OTRD’s current rules took effect September 11, 2022. For more information on rulemaking actions by OTRD, see the OTRD Rulemaking Actions section below.

OTRD’s administrative rules have the effect of law. Administrative rules can be emergency rules or permanent rules.

Emergency rules are promulgated in limited circumstances pursuant to 75 O.S. § 253.

The permanent rulemaking process is governed by 75 O.S. § 303 and requires public comment opportunities as well as review and approval by the State Legislature and Governor.


Current Rulemaking Actions

OTRD submitted proposed permanent rules on December 22, 2023, for OAC 725:1, OAC 725:15, OAC 725:20, and OAC 725:30.

A Rule Impact Statement will be available here on and after January 31, 2024.

The written public comment period for OTRD’s proposed permanent rules begins January 17, 2024 and closes at 5:00 p.m. on February 15, 2024. Public comments may be submitted to Oklahoma Tourism and Recreation Department, 123 Robert S Kerr Avenue, Suite 910, Oklahoma City, OK 73012, Attn: Garrett Sill or by email to Garrett.Sill@TravelOK.com.

In-person comments will be received during a public meeting at 10:00 a.m. on February 16, 2024, at the Oklahoma Tourism and Recreation Department, 123 Robert S Kerr Avenue, Auditorium, Oklahoma City, OK 73102. Anyone who wishes to speak must sign in at the door by 10:10 a.m.
