Administrative Rules
OTRD’s current rules took effect July 11, 2025. For more information on rulemaking actions by OTRD, see the OTRD Rulemaking Actions section below.
OTRD’s administrative rules have the effect of law. Administrative rules can be emergency rules or permanent rules.
Emergency rules are promulgated in limited circumstances pursuant to 75 O.S. § 253.
The permanent rulemaking process is governed by 75 O.S. § 303 and requires public comment opportunities as well as review and approval by the State Legislature and Governor.
Current Rulemaking Actions
OTRD submitted proposed permanent rules on December 15, 2025 for OAC 725:30.
The Governor approved OTRD’s proposed rule changes on December 16, 2025. See Governor Approval.
A Rule Impact Statement will be available here by December 29, 2025.
The written public comment period for OTRD’s proposed permanent rules begins December 15, 2025 and closes on January 14, 2026. Public comments may be submitted to Oklahoma Tourism and Recreation Department, 123 Robert S Kerr Avenue, Suite 910, Oklahoma City, Oklahoma 73102, Attn: Garrett Sill or by email to Garrett.Sill@TravelOK.com.
In-person comments will be received at a public meeting at 10:00 a.m. on January 14, 2026, at the Oklahoma Tourism and Recreation Department, 123 Robert S Kerr Ave, Auditorium, Oklahoma City, Oklahoma 73102. Anyone who wishes to speak must sign-in at the door by 10:10 a.m.
